[License-discuss] What does "appropriate standing" in the review process mean?

Could this be simplified to: "Has appropriate standing: Anyone"?
Anyone could become a licensee simply by finding a copy of some code
under the license in question. It's not like the OSI is going to
police whether someone is a licensee, or whether someone is
sufficiently "interested".
