The CAL does not share the issue you identify with regard to the AGPL and
GPLv1. You said:

This is incorrect. The CAL allows the provision of source code and notices
by means of an online repo: " Notices may be provided directly to a
Recipient or via an easy-to-find hyperlink to an Internet location also
providing Access to Source Code."
