[License-discuss] OSD and Compulsory User Reporting

Hello. I'm not sure if this has already been discussed, as it's a bit
difficult to search through the archives.
Would a license which requires a user to provide information regarding use
of the software to the author or another party upon request be a compliant
license? Would that break discrimination against fields of endeavor since
it may de facto bar use in secret applications?
I'm not personally interested in creating or using such a license, I'm just
curious.
