The licence restrict what you can do with the program. It says that you cannot use the program on a nonfree operating system, which also means any operating systems released by Microsoft and Apple.
That makes the program nonfree, which makes it proprietary.

It is not enough to have the source code, one also need the freedom to change it and to run it however the user see fit, on any operatng systems the user see fit.
