Right, and it seems to work as intended for web apps, such as CMS 
or video streaming portal.

But in the back-end. If, let’s say, the server’s kernel or data 
base software were under AGPL-3.0, the end user of a the web app 
would still not be entitled to gain access to its source code.

Same can be said for services that provide APIs over the web. As I 
read it, e.g. a REST call does not trigger the copyleft clause of 
the AGPL-3.0.

The FOSS projects (and companies) that are currenlty suffering and 
complaining are working on the backends, not the frontends, of the 
web.
