'nothing explains'? Perhaps no one has directly asked them yet?
Perhaps they find it mostly self-explanatory? Perhaps they are waiting
to see how it is used in practice before setting down an 'official'
opinion? Certainly one can't rule out malicious secrecy, but there are
plenty of other alternative explanations.
