BSD and MIT license "compliance" with the MS-PL

I need to be more cautious in my wording.

The last sentence in the following paragraph should more properly be  
stated, "Without offering a patent grant for all code contributions to  
the project, the project can't "comply with" the MS-PL and meet its  
requirements."
