That depends on the jurisdiction. In many jurisdictions, Bob may well
be the sole owner of the copyright on the derivative work B. He typically
needs permission to *prepare* the derivative work, and as part of the
permission Alice would impose restrictions on what Bob can do.

If I translate Shakespeare into Dutch, I fully own that translation
despite the fact that the English original is public domain.
