My impression of the need is that we need to have people go through
discussions about licenses, make lists of which licenses have actually
been submitted, and summarize the arguments pro and con on those
licenses.  That will provide the OSI with a digestible synopsis for
the meetings where they decide on the licenses.  (Hopefully there will
be a step in there where those summaries are presented to the list to
see if anything important was missed.)

Currently this work is done by Russ Nelson.  But he has been
overwhelmed and there have been complaints about, for instance, missed
license submissions.

My impression is probably both incomplete and mistaken in some
particulars.  I look forward to corrections.
