GPL doesn't require anyone to "do" anything to dependent software's
terms.  It does require that dependent software's licenses be compatible
, in that those licenses allow sublicensing under GPLv3 (if the licenses
aren't compatible this way, no problem; that just means the software
can't be used with GPLv3 software if that use constitutes derivation
under applicable copyright law).

This is not unprecedented.  It's almost the same as GPLv2.
