The GPL encourages commercial distributors to distribute source at
the same time as the binary, by making that completely fulfill their
source distribution requirements.  If they don't provide source at
the same time, they then become liable, for several years, to supply
it to anyone who has obtained the binaries, at no more than the
cost of creating and shipping the media.

Note.  They only need to provide the source that matches the binary, 
not the latest source.
