One is a licensing restraint, while the other is a restraint that hurts
usability.  The OSD seems to be much more tolerant of the former.

I don't see how that restriction could possibly be allowed by OSD #10
(License Must Be Technology-Neutral).  I think #10 is meant to avoid
such arbitrary boundaries.
