NFA: Fair License

Greetings,

I have included a Non-Functional Alteration for the Fair License to
shorten it just a bit and to remove the association with
rhid.com[/fair].

Should this be sent directly to the board, or is this a fine place to
submit the alteration?

The only differences are the use of the word 'use' instead of 'usage'
