I would say it's widespread community shunning of, and persistent bad
press for, projects that deceptively profess to be open source 
without being substantively OSD-compliant and issued in an open 
source manner (e.g., w.r.t. patent encumbrances).  OSI's institutional 
powers are small, but that rather misses the point of how its 
influence works.
