Should the three new criteria be in the OSD?

We have a winner!


But!  You can only do that when you have a list of "preferred", "gold",
"recommended" or whatever you want to call them licenses.  After all,
once you have sold them on relicensing those projects are going to ask
what license they *should* use.

It would be nice to have a table of current license mapped to one or two
recommended licenses along with the reason(s) why it's recommended, e.g.
"If you're currently using the ABC license we recommend you move the XYZ
license because it's preferred license most like the ABC license."
