(U.S. only) state government question

Interestingly, the Microsoft EULA names the State of Washington
as the prevailing legal jurisdiction.  I'm not aware of any other
state government that rejects Microsoft products because of that.

BTW I apologize that my inquiry was poorly worded - in this case the
state agency is the proposed licensee, not licensor - but it doesn't
affect the question much.
