The former.   Not allowing binaries is the real problem requiring 
source redistribution is burdensome, but not conflicting with the OSD.

Regardless of the phrasing, Bob himself stated that his goal was to 
prevent the distribution of non-compliant binaries, which is why his 
"theoretical exercise" ended as it did.
