Which is all good and fine unless you're specifically in bussiness to serve 
web applications. I do not believe you intend to say "... and if you're not 
in the 'most programs' category, tough luck to you".

Most of my clients can't or won't serve locally, so I think it's entirely 
plausible that people downloading my software will use it in similar ways 
(and thus will not typically distribute the software to their users).
