Sorry, I did not realize that #1 in the section entitled "Getting a License 
Approved" was no longer valid, and that 7-bit ASCII was the new preferred 
format.  I would have happily submitted it in any format requested, if I 
had only known the 'will of the list'.  Perhaps that paragraph should be 
changed to reflect the current requirements so that future supplicants 
don't contaminate the list?
