[PublicPolicy] Looking for Open Source folks in Lithuania

Hello everyone!


Are you a developer or OS community stakeholder in Lithuania, or do you
know any?

The Copyright Directive is currently being transposed into Lithuanian law.
The draft bill was presented to Parliament on October 11

and it lacks the explicit exemption for open source development platforms
so many of us worked very hard to include at the European level. Instead:

54. Content sharing service provider - a natural or legal person or other
organization, a branch of a legal person or organization providing an
information society service as defined in the Law on Information Society
Services of the Republic of Lithuania, the main or one of the main purposes
of which is to protect a large number of copyright or related rights
objects which it manages and advertises for direct or indirect
profit-making purposes and to make them available to the public."

With the referenced law

offering an unhelpfully broad definition of "Information society service”:
“a service usually provided against remuneration by electronic means, at a
distance and at the individual request of a recipient of the information
society service."

We understand that the bill will now go to the relevant committees in
Parliament and then to plenary. The draft foresees that all articles of the
law should enter into force as of 1st January 2022, except for article 17,
which should enter into force on 7 June 2022.
