[License-review] License Submission: Milenium License 1.1

A few comments on this submission:

1. The name "Milenium" is spelled inconsistently throughout the license.
If the license is going to use an incorrect spelling for the title of
this license, it ought to at least be consistent.

2. As Kevin Fleming previously pointed out, this submission has not
followed the process of answering the questions about this license, and
this re-submission has not corrected that:

https://opensource.org/licenses/review-process

3. The License Grant section is very oddly worded, as the statements
after the term "granted" are not grants, and the purported grants
precede the "grant." If you're going to draft something based on MIT,
you really ought to follow the way MIT formulates, e.g., the grant.

4. "Publicly accessible" is undefined.

5. the "Registered License Restriction" clause is confusingly written
(as is the use of the word "Registered") as it seems to indicate that
"the same freedoms" are closed-source. Also, what is meant by
"accessible" in this clause is undefined, and likely violates Freedom
Zero (which *I* personally believe is inherent in the OSD). Same problem
is in Sec 7.

6.  Generally, is license is poorly written and has many ambiguities.
Which is why answering all questions required by the approval process is
needed.
