And... then what? What happens in order to cure this breach? If they don't cure the breach, what happens?

Most importantly, the *maintainers* are not subject to the license conditions at all, since they are the copyright holders and can choose to distribute the software under any license they wish. There is literally no recourse provided by this license which would 'force' them to distribute updated versions of the software - the consumers of the software have the same options they have with any other license, which is to stop using the software, or possibly fork it.
