[License-review] Submission: Project Tick General Public License v2 for OSI License Review

After discussion on this list, the License Committee has made a 
recommendation to the Board.  It should be voted on in the February or 
March meetings.

The License Committee recommends that we reject the Project Tick GPL
because ambiguities in drafting make it impossible to determine
whether or not it complies with the OSD.

We encourage you to either review the over 200 approved licenses already 
in the OSI catalog to find one that suits your needs, or to obtain help 
from an attorney to draft an improved version of this license.
