[License-review] New permissive license for review, russian language, OpenBSD's ISC based

Dear Slava, 

thank you for your submission.

Just a preliminary clarification. Other than translating the ISC text and changing the license name, is there is any difference from the originating license? Would you please discuss the substantive changes, if any? 

Also, is there any project actually using or signalling it will be using the license if/when approved? 

Finally, have you checked all the boxes in https://opensource.org/licenses/review-process, is there an part missing other than than the two queries above?
