[License-review] New permissive license for review, russian language, OpenBSD's ISC based

Dear OSI board, license reviewers and mailing list readers!

With this email I submit new Open Source license for review.

This license based on OpenBSD's variant of ISC license, but translated to russian language.

This license complies with OSD 3,5,6, and 9 as it is ISC based. 

Why? 
To provide russian-speaking countries and communities with OSI approved permissive license that is easy to understand and use.

To raise awareness of open source in russian-speaking countries and communities (language is in top-10 of most spoken language).

Easier advocating of open source in non-tech population.

Provide "vendor"-neutral named license (To remove questions like "What is Berkeley? ISC? MIT? Why use licenses with their names?")

License Name is "Открытый Пакет ПО" - "ОПаПО" 

("Open Package of Software" or "Open Software Distribution" translating to english, "Otkritiy Paket PO" or "OPaPO" in latin as transliteration)

I had consultation with IP/Opensource lawyer regarding this license.
