[License-review] 2nd resubmission of the new MGB 1.0 license

Sincere thanks for the most recent review of the full text. As several of the latest observations may be attributed to omissions or misinterpretations of prior OSI thread recommendations, MGB has decided to withdraw this 2nd resubmission of MGB 1.0 until we have adequately addressed any outstanding issues.
