Leaving aside the legal impossibility of what you want*, License-Review is not a place to "develop new paradigms", it's a place to review & approve nearly-ready license drafts.
If you wanna hash out what kinds of things could be theoretically put in a public domain "license", that's better placed in license-discuss.
