The OSI does not plan to create documents that implement the OSAID but 
expects the review process will function as the software license 
approval currently does, through submission.

It's a term we formerly used, but have now adopted "OSI-approved terms" 
instead for non-software components. The reason to use the word "terms" 
instead of "license" is because the documents may assure the necessary 
rights through the use of legal mechanisms other than a license.
