I beg to differ, it isn't, not quite!
Plus, they are *not* conditions. Please don't insist.

This is immaterial to the discussion. Even if they were accepted as OSD-compliant licenses -- and they are not --, this would not make this license compliant even if it was identical.
Please never use the "but license x does the same" argument. If there was a mistake in approving one license, this does not mean the same mistake must be repeated over and over.

I second the opinion that you should probably withdraw the submission and consider the valuable advice you have been provided with (for free). Given the kind of feedback you have received, this is probably the most convenient way to proceed.
