These two statements are conflicting; the OSD prohibits usage restrictions, and this license includes a usage restriction.

If your goal is to ensure that the covered software will always be distributed in a form which includes its source code, and that any application including it is also distributed in source code form, you can use any of the already-approved 'copyleft' licenses.
