That is certainly true of the GPL family of licenses, but it is not true of the 'public domain dedication' portion of the PBZC. That dedication is an explicit relinquishment of the copyrights the author has in the work. Once those rights have been relinquished, the author cannot use the rights to take any action against anyone making use of the work, no matter what that use may be. A public domain dedication is not a license.
