[License-review] Submission of license "MAPOD4D" for approval

Dr. Saccon,

This license is not open source and is not approvable.

You say:

"This license is dedicated to software products suitable for the 
promotion of cultural heritage, its field of use includes anthropology, 
archeology, history and art."

... but you do not explain why software that does art would be 
different, in any way, from other kinds of software.  Indeed, multiple 
artistic software packages already exist that carry mainstream, 
established licenses.

Second:

"places conditions to prevent the software from being put on the market 
as commercial product because it can slow down and prevent the spread of 
culture. That’s why this license does not allow the licensee to ask
for payment when distributing a modified version, in any form."

This statement is both completely incorrect, as well as a violation of 
OSD#1.

Third:

"By using the work, the Licensee agrees to observe and apply any 
conditions defined within this license ..."

Copyright licenses do no, and cannot, apply to "use" of a work.  Only to 
copying and redistribution.
