Even simpler question, for a single country: what does "governmental
laws" mean? Is there an international definition? What about a mayoral
ordinance or other local ordinance? In some countries there's a clear
"hierarchy of laws" but not everywhere.

Also, could then one import the breach to another jurisdiction with
non-copyright laws, e.g. via the Alien Tort Statute in USA or the
precedent of Lungowe v Vedanta in UK?
