My $0.02:

- legacy licenses just need to meet the OSD, but can have "poor 
drafting" issues (which we should note in our catalog).

- one package can be enough, especially if it's a popular package (the 
Zope License comes to mind) Again, here, we have the metric of "did 
anyone care enough to email License Review" as a threshold.
