FWIW, I see it differently. The way I read it is that the goal of the author describing what they think public domain means is because they want the content to be licensed and released to completely match that understanding. Their conveyance of rights, or the direct an explicit disavowal of rights, is whatever is required to have said content be compliant with said description.
