It's not hard at all. That's the purpose of the legacy approval program 
-- to recognize licenses that no one would re-create in the year 2020.

Should people quit fricking with their licenses? Sure. Should they 
re-license under a reusable license? Sure. Can we make them? No. Can we 
refuse to approve a license which any low-IQ person can see compliance 
with the OSD? No, we cannot. All we can do is say "Stop, Don't, come

to automate a check for claims of open-source approval.
