[License-review] For Approval – CERN Open Hardware Licence Version 2– Strongly Reciprocal (SPDX: CERN-OHL-S-2.0); CERN Open Hardware Licence Version 2– Weakly Reciprocal (SPDX: CERN-OHL-W-2.0); CERN Open Hardware Licence Version 2– Permissive (SPDX: CERN-OHL-P-2.0)

As if often the case with new licenses, I don't know if this is OSD
complaint. As a non-lawyer, I had a question about how Conveying works in
cases where it's impossible to make or source a component. As an example,
let's say I modify the Complete Source of part of a product and add a
feature which is theoretical or remains to be prototyped. Under the
strongly reciprocal license, am I allowed to distribute? From skimming it,
my initial thoughts are "no".
