Then why have the preamble?

What problem are you trying to solve?

Maybe you don't want bad people to get your software? Sorry, but no 
OSI-approved license is going to restrict the distribution of software 
to bad people.

Maybe you don't want people to do bad things with your software? Sorry, 
but copyright licenses cannot restrict use. They can only restrict 
redistribution.

My fear is that the problem isn't with the terms of your license. The 
problem is that what you want to do is against the goals of the Open 
Source Initiative. What you want to do, we consider unethical.
