[License-review] For Legacy Approval: LGPL-2+-KDE

Hi Adriaan,

As suggested by Lukas, this is not a new license but a statement about
various licenses that may be used. Because it is not a license per se,
it is out of scope or the license review process. We will therefore not
be reviewing it.
