I'm not sure you've actually addressed the most significant point Nigel
made.

If the Recipient has an existing right to possess a public data set the
Work is processing, this appears to make it a duty to provide that data as
well. Perhaps this definition needs to indicate the data is related to the
User, and/or is unobtainable elsewhere within reason?
