I think it really gets down to the implementation. I think my problem - at
least in part - that I hear your description of a plugin and I mentally
fill in a bunch of presumed technical details. I try to engage fairly with
the hypothetical, but I think that I get too caught up in details that are
truly not present in the hypothetical.

I have to fall back on what I said before: It is impossible to say in the
general case. Could your red square plugin result in obligations under the
CAL? Yes. Would every implementation of "red square" result in obligations
under the CAL? No.

There are corner cases in copyleft licenses. For a network copyleft
license, it is not surprising that there are corner cases involve network
interactions.
