An efficient process could efficiently reach both kinds of
results: definitively approved and definitively rejected.
If indeed OSI ends up with a flood of new and necessary
licenses, OSI will need an efficient path to approval.

In the meantime, wouldn't the no-more-licenses faction
prefer a more efficient path to rejection?

Tolerating degenerative process problems to avoid lingering
substance problems is a bright red flag.
