[License-review] OSD #9 would not make SSPL OSD-incompliant

It has become progressively more clear that the definition of derivative
work leveraged by most Open Source licenses could be easily circumvented.
This has worked to the detriment of copyleft, but the FSF have declined to
"fix" the problem because the solution creates more problems than it
repairs. Nor is it really up to OSI to fix it, and I could say something
about fools going where angels fear to tread.
