It's one thing to accept that a decision will be taken
without one's input.  It's quite another for that decision
to claim representation of those who did not speak.

Representativeness isn't something a private organization
with no legal monopoly gets by default, just by declaring
itself representative and putting it on everyone else to say
that it isn't, every time that it isn't, and how.  The
burden's always on the organization to go out and get the
broad support needed for broad claims about its decisions,
and to demonstrate that support.  Part of that is
advertising that the org and its process exist, to begin
with.  Another part is documenting its process accurately.
