[License-review] use restrictions and patent royalties

Simon,

The results of the NOSA vote were unclear as reported to this list.  My recollection is that it was reported that the board declined to vote on it.  It has since been (unofficially) reported as rejected and no longer under consideration.

I am a user of the license and not the submitter but I would like to know the official status and if it needs to resubmitted to be discussed here.

There is a lot of discussion on review at the moment but there is a fundamental question of whether any new licenses are needed and whether any small group of influential individuals can stall a license submission forever (or five years anyway).
