[License-review] moving to an issue tracker [was Re: Some notes for license submitters]

Dear all,

(This is actually my first posting to this list despite lurking for a
couple of months as new Board member.)

I do not have any legal accreditation but I am "on the ground" in the
licence space in my capacity as a member of the Debian "FTPmaster" team
which — iter alia — ensures that software entering the archive, amongst
other requirements, meets the DFSG. I am thus exposed to various
license curiosities..

Kyle's previous reply ("Obvious and inarguable aren't arguments,
but" ..) underlined to me that despite reading all the adjacent mails
on a license there is a _lot_ of context for each license missing for
anyone trying to get up to speed on a discussion.

Without the true background and history of discussion, I am finding it
very difficult to express any opinion whatsoever (!), if only to avoid
bringing up old/obvious points as new issues and burn folks out,
potentially holding up the process even further. I cannot be the only
lurker in this situation and, as Josh B even expressed himself, even
active posters here are finding it hard.

Thus I can only underline the request to move to some tool. I've taken
the liberty of massively expanding the following wiki page:

Indeed. What is the next, concrete, step for landing on a review tool
now? I'd love to get this up and running as soon as possible so I can
help folks out.
