[License-review] Some notes for license submitters

It strikes me that there's no real reason for the rest of us to bother being here if the "old hands" decide what to do regardless of the consensus of the list.  Evidently any license submission can be delayed indefinitely.

There appears there is no opportunity for compromise on even special purpose licenses that replace existing license and the process is very opaque.  

When did the board last vote on licenses?  What were the results?  When will it vote next?  What is the recommendation presented to the board from the Review List?  Is the dissenting view still presented?  No clue.

There was a time when it felt like consensus from all parts of the community was valued and the board took into account the recommendation of the entire list and not just a select few.  GOSS is a growth area for OSS but the opinions of GOSS developers on the needs of the GOSS community is, in my opinion, largely ignored here.

From Bruce's comments there is now a license review committee?
