I think the most important point regarding your license proposal tonight is
this one. Why don't you try what I suggest below and come back to us with
new text? Regarding the philosophical discussion, ultimately I have to take
that up with other people rather than license-review.

If you want to hang your terms on modification [without use], you can still
do that. You can activate your terms on private development (which OSD does
not prohibit but some may take exception to), or you can make _exceptions_
to your terms that protect private development and are permissive rather
than restrictive.
