[License-review] For Approval: Eclipse Public LIcense version 2.0

Good news, everyone! The OSI has approved the Eclipse Public License
version 2.0.

Similar to the historical treatment of MPL 1.1 and MPL 2.0, the list
of licenses that are "popular, widely used or have strong communities"
(originating in the mid-2000s License Proliferation Committee Report)
will be updated so that EPL 2.0 replaces EPL 1.0.
