So the problem with this is that nobody but you knew it was blocked.
Not this committee, not the submitter.  That's where we need something
better.

Until we get tools, I'm also going to ask you to *please* promptly post
updates to the list on this kind of thing.  This isn't the first license
which has received general approval from the committee and then gotten
stuck somewhere between here and the Board.
